RFP: Facilitation and Development of Cannabis Masterplan

REQUEST FOR PROPOSAL:

The Economic Research and Coordination unit of Department of Trade, Industry and Competition (the dtic) is inviting qualified and experienced research organisations, policy practitioners and research specialists to submit proposals to facilitate and develop the Cannabis Master Plan.

South Africa is contemplating the establishment of the Cannabis industry in order to diversify the economy and to increase economic growth, create jobs and for poverty alleviation. Thus a decision had been taken to develop the National Cannabis Master Plan that will provide a broad framework for the development and growth of this industry. A service provider is required to complement this work by conducting research work into various pillars of this master plan as well as other related matters. The scope of the master plan includes both hemp and dagga, covering the Medicinal use, Cosmetics, Food and Beverages, Industrial use and Recreational use. The research work should also indicate appropriate mechanism for implementation, funding and monitoring.
