CALP (Causal and Adaptive Learning for Policy) is a policy‑embedded research lab based at the School of Economics, University of Cape Town. CALP works with governments, donor agencies, and implementing organizations to improve the effectiveness, efficiency, and accountability of development policies and programs in low‑income and lower‑middle‑income countries.
By integrating rigorous causal research, adaptive learning, and behavioral insights directly into policy and program cycles, CALP helps decision‑makers learn what works, for whom, why, and under what conditions—before ineffective interventions are scaled and scarce resources are locked in.
CALP’s work builds on over two decades of policy‑engaged research experience in the Global South, anchored in long‑standing institutional partnerships through the Environment for Development (EfD) network and complemented by collaborations with global research initiatives such as J‑PAL and the World Bank Group.
