Penny Parenzee

Senior Programme Manager: Executive Education Programme

Dr Penny Parenzee is the Senior Programme Manager at the Nelson Mandela School of Public Governance, University of Cape Town.  She works within the Executive Education programme - developing and facilitating short courses for policy stakeholders and also teaches in the School’s master’s programme with a focus on policy implementation.  She has a background in Law and Social Policy and has been involved in monitoring the implementation of various pieces of legislation and examined policy processes related to land, violence against women, and sexual and reproductive health and rights in South Africa, SADC and East Africa. She has managed EU-funded programs, conducted research, lead M&E initiatives, undertaken budget monitoring and expenditure tracking as well as provided technical support to institutions seeking to strengthen their research and training efforts. Penny is a recipient of the prestigious Fulbright Scholarship. Over a two-year period, she completed two Masters programmes at Bryn Mawr College in Philadelphia, USA. She holds a Masters degree in Law and Social Policy and a Master’s degree in Clinical Social Work. She has a doctorate in development policy and practice. Her doctoral thesis examined policy implementation and coordination capacity related to South Africa's National Early Childhood Development policy.
